The Road Traffic Management Corporation (RTMC) has welcomed the conviction and sentencing of two officials involved in corruption at the Xavier Driving Test Center (DLTC) in Johannesburg.
An undercover operation in terms of section 252A of the Criminal Procedure Act was carried out on 2 February 2022 after allegations were received that an official at the center had demanded R5 000 to help pass a driver’s license test unlawfully.
The operation led to the arrest of Johanna Monageng, a cleaner at the centre, and Itumeleng Nxumalo, a driving license testing officer.
According to the RTMC, further investigations and technical analysis were conducted with the support of the National Traffic Department’s Anti-Corruption Unit (NTACU). Additional evidence was subsequently presented to the Director of Public Prosecutions.
The two defendants were eventually found guilty and sentenced to three years in prison, which was suspended for five years. They were also placed under house arrest.

The RTMC says the ruling is a positive step in the fight against corruption within the traffic law enforcement and licensing environment.
“The successful prosecution shows the importance of cooperation between law enforcement agencies and anti-corruption structures to protect the integrity of the driver licensing system,” RTMC wrote on its Facebook page.
The RTMC stressed that it remains committed to taking action against corruption in the road traffic management environment and enforcing accountability against individuals involved in fraud and illegal activities.
Meanwhile, members of the public are encouraged to report incidents of fraud and corruption at driving test centers and related facilities.
