Former Ekurhuleni municipal manager Imogen Mashazi, suspended head of law Advocate Kemi Behari, suspended head of labor Linda Gxasheka and Julius Mkhwanazi of EMPD (also suspended), appeared before the Germiston Magistrate on charges of fraud and corruption.
The arrest of these follows an all-night operation by a police team that was investigated following the recommendations of the Madlanga commission that a thorough investigation should be conducted into the allegations from this commission.
Mkhwanazi was arrested, who is already out on R30,000 bail in a separate case related to Ekurhuleni Municipal Manager Kagiso Lerutla, he is expected to join others in court.
Their arrest comes amid explosive testimony before the Madlanga Commission, where witnesses said Behari failed for years to act on findings against Mkhwanazi, allowing disciplinary proceedings to stall.
The commission heard allegations that Behari and Gxasheka were given an unusual salary increase of R600,000 because they allegedly ensured that Mkhwanazi’s disciplinary case disappeared.
The former head of relations with municipal employees Xolani Nciza testified that the disciplinary measures against Mkhwanazi were stopped suddenly in 2023.
Behari denied all the allegations, insisting that the allegations that he accepted bribes are false and baseless.
