The Midvaal local municipality has approved the largest budget in this municipality’s history for the 2026-27 financial year, and the budget is fully funded.
Midvaal, a DA-led local municipality in the Sedibeng District Municipality, is one of the few municipalities in Gauteng to approve a fully funded budget every year.
The DA has been in power in the municipality in Meyerton with an absolute majority since 2000. The municipality borders directly on the besieged Emfuleni local municipality (Vanderbijlpark) where Sipho Radebe of the ANC was removed as executive mayor a few days ago.
Midvaal’s budgeted income for the coming financial year amounts to R2.240 billion.
The budget does rely on rate increases. This includes a 10% rate increase for water; 7.5% for garbage disposal; A 6.5% increase for sanitation and 10% for electricity.
Peter Teixeira, the mayor of Midvaal, says the municipality tried to keep rates as low as possible.
He says that the increased water tariff is in line with Rand Water’s increase and the increased power tariff is subject to the National Energy Regulator of South Africa’s (Nersa) approval.

This is how Midvaal prioritises
Midvaal’s newly approved budget prioritizes critical investments in water infrastructure, road rehabilitation, public safety and service delivery.
R91 million from the water services infrastructure grant was allocated over the medium term to replace aging asbestos water pipes in De Deur, Kookrus and Meyerton extension 4.
R44 million has been allocated for the replacement of water meters to reduce water losses and improve revenue collection, while additional valve refurbishment projects will also be undertaken in Randvaal and Pendale.
R41 million has been set aside for road rehabilitation projects in the 2026-27 financial year.
R15 million has been earmarked for a campaign called “War against potholes”.
A further R15 million in grant funding will be used to tar gravel roads in wards 4, 5 and 11.

R23.1 million will be allocated for fleet replacement and expansion to strengthen service delivery capacity.
Teixeira says the municipality will continue to expand its CCTV camera network to the western and northern regions of Midvaal, thereby strengthening its efforts to improve public safety and crime prevention.
The budget also provides for continued investment in the maintenance and upgrading of the municipality’s existing security infrastructure.
Midvaal budgeted for vulnerable residents, farmers
The approved budget also continues to provide relief to vulnerable residents through a series of support measures.
Pensioners and eligible households will continue to benefit from property tax rebates, while approved needy households will qualify for one-time debt write-offs.
The newly approved budget also again provides for property tax relief for farmers affected by the foot-and-mouth disease outbreak.
“Through this budget and the implementation of the integrated development plan, which was also approved, Midvaal remains committed to delivering quality services, investing in critical infrastructure and improving the lives of all residents,” says Teixeira.
Teixeira is again the DA’s mayoral candidate in Midvaal in the run-up to this year’s local elections.
