The General Intelligence Laws Amendment Bill will fail to prevent future state capture, which is precisely what it is supposed to prevent, a watchdog NGO in the intelligence sector told Parliament.

The bill, which was passed by the National Assembly last month, is now before an ad hoc committee of the National Council of Provinces (NCOP), which on Tuesday received submissions on it from civil society and academia.

The bill is meant to implement the recommendations of the High Level Review Panel on the State Security Agency (SSA), which former minister Sydney Mufamadi chaired, and those of the Zondo Commission.
