Councils in three of the country’s poorest provinces collectively owe waterboards more than R11 billion. Added to this, a staggering R60 billion in municipal infrastructure grants (MIG), much needed to upgrade infrastructure, is not being effectively spent by councils and is being returned to the National Treasury.
