The stay-at-home Eastern Cape head of the department (HoD) of public works and infrastructure, Thandolwethu Manda, has failed twice in two weeks in the Bhisho High Court to muzzle Asanda Ngcayi, the former colleague who accused him of rape and sexual harassment.
