The rules were NOT followed when the controversial multi-million rand tender was issued for the installation of water in the Mkhanyakude Municipality.

The report found that council officials violated the rules when they issued a tender of more than R100 million under the Nondabuya Water Scheme.

The report suggests that charges should be filed against council officials involved in the corruption of this tender.

The water supply system in Jozi started in 2018. The company that received the tender, Minathi Consulting Engineers, ended up installing 1,700 taps, instead of more than 2,500.

Currently, water is only coming out of about 700 of these taps.

The report found that the payment of Minathi Consulting Engineers and other small companies that got the job is against the rules because the rules were not followed when they were appointed.

“All the R131 million paid by the municipality in this program was not paid legally.”

The report suggests that a case should be opened against the officer who acted as the council manager.

But the council leader who is not authorized to speak to the media said it is nonsense that council leaders are running away from this report.

The leader said that the report will be forwarded to the committee responsible for the use of the council’s money so that it will be the one to make the decision.

“There are many other reports concerning the use of council funds that will be presented before the committee.”

The municipality was given an opportunity to respond, but it did not respond until it was too late to publish.

Assigned to assist the council, Mr. Bamba Ndwandwe, filed a case with the police demanding an investigation into allegations of bribery of ANC leaders.
