The ANC has quietly placed long-time leader Cyril Xaba on its list of proportional representation councillors, signalling that the former MP could be sworn in as mayor for the eThekwini metro.

But provincial ANC spokesperson Mafika Mndebele denied that Xaba was supposed to be sworn in as mayor on Tuesday or that there were ructions between the provincial and eThekwini structures over the choice of mayor.

Independent Electoral Commission (IEC) provincial spokesperson Thabani Ngwira confirmed that Xaba’s name was put forward on 21 June.
