After a full five-year term and a year, it is an understatement to say that President Cyril Ramaphosa has been a disappointment.

The circumstances – the Covid-19 pandemic, floods and other natural disasters, and the hollowed-out state left by his predecessor – have been difficult. But Ramaphosa’s six years have been weighed down by inertia.
