The City of Cape Town – SA’s second-largest city – will at last tap into its significant reserves to begin delivering infrastructure to the poorer areas of the city.

The city has passed a capital budget that is 80% bigger than that of Johannesburg, despite being nowhere near as wealthy. Cape Town’s tax base is 25% smaller than Johannesburg’s and is smaller by almost a million people.
