Between 2017 and 2019, the Matjhabeng Local Municipality in the Free State paid for the construction of a flood-protection dam.
It was certified as complete, but a later site inspection confirmed the dam was never built, resulting in a R7.2 million loss.
This loss was part of a broader, eye watering R5.6 billion loss by South African municipalities due to irregularities and failure to implement basic disciplines and processes.
