ActionSA has written to Deputy Chief Justice Mbuyiseli Madlanga requesting that Gareth Mnisi, Chief Financial Officer of the City of Tshwane, identify anyone from ActionSA allegedly involved in tender talks.
The request comes after Sgt. Fannie Nkosi, alleged right hand of Lt. Gen. Shadrack Sibiya (suspended deputy national police commissioner), recently testified before the Madlanga Commission of Inquiry. It is alleged in mobile phone messages between Mnisi and Nkosi that individuals linked to ActionSA participated in discussions about alleged tender fraud in Tshwane.
“ActionSA views these allegations with the utmost seriousness and we are committed to dealing with these matters firmly,” says Michael Beaumont, national chairman of ActionSA, in the letter to Madlanga.
ActionSA suspects that Mnisi will also testify before the commission at some stage.

Should Mnisi be called as a witness, Beaumont asks in his letter that during his questioning, Mnisi be requested to disclose to the commission the names of the alleged ActionSA members with whom he met on tender matters.
ActionSA believes that Mnisi is the best person to ask for the names as he has “first-hand knowledge” of who these people might be.
Beaumont further asks that the commission give ActionSA access to the relevant documents and any other evidence as the evidence will assist the party with its own internal investigation into the allegations.
He then points out to Madlanga in his writing that Nasiphi Moya, ActionSA’s mayor in Tshwane, suspended Kholofelo Morodi, mayoral committee member for corporate and shared services, and launched a full internal investigation after it was alleged that she had sent internal tender documents to Nkosi.
Morodi has been suspended pending the outcome of the investigation.
“I raise these developments to show that ActionSA is an organization that believes in ethical and accountable leadership and acts firmly against any breach of this principle,” says Beaumont in his letter to Madlanga.

Why not fire Modise?
Cilliers Brink, the DA’s mayoral candidate in Tshwane, said at a media conference on Tuesday that Moya apparently cannot overlook the transgressions of her own colleagues, but that of Eugene Modise.
Modise is the regional chairman of the ANC in the Greater Tshwane district as well as Moya’s deputy mayor and mayoral committee member for finance.
“And it is because she is the junior partner in her own government,” Brink said in response to a reporter’s question about why Moya is not acting against Modise.

Brink believes Modise is the one currently making the decisions in Tshwane, not Moya.
He argues that Moya’s suspension of “her own colleague” will probably have no negative consequences for her. However, this will probably not be the case if Moya touches the ANC’s regional leader in Tshwane, Brink explained.
“I think that’s what’s going on in her mind.
“You’ll really have to ask Moya yourself what she thinks of Triotic Protection Services (Modise’s company).
“You will have to ask her what she thinks of the evidence that appears in the Sunday papers Sunday after Sunday after Sunday.
“How many more front pages does Nasiphi Moya need to realize that Eugene Modise in the finance portfolio poses a constant risk to the city?”
